Covered California has announced the preliminary health insurance rates for the 2027 individual and family market.

The statewide average rate increase will be 9.9%, which is lower than the projected national average of approximately 14%. Some states, including New York and Georgia, are seeing proposed increases of around 20%.

Keep in mind that 9.9% is only a statewide average. Your actual premium may be higher or lower depending on your age, ZIP code, the health plan you choose, your household income, and whether you qualify for financial assistance.

2027 Average Rate Increases by Carrier

Covered California also released the preliminary average rate increases for participating insurance carriers:

  • Kaiser Permanente: 6.7%
  • L.A. Care: 8.1%
  • Blue Shield of California: 9.1%
  • Sharp Health Plan: 12.5%
  • Anthem Blue Cross: 13.0%
  • Health Net: 13.2%
  • Molina Healthcare: 16.9%

These are carrier averages only. Your premium will vary based on your personal situation and the plan you select.

Why Reviewing Your Coverage Matters

Many Californians will continue to qualify for financial assistance through Covered California. However, keeping a similar monthly premium may require changing to a different health plan.

Each year, premiums, provider networks, deductibles, prescription drug coverage, and benefits can change. That’s why it’s important to review your coverage instead of allowing it to renew automatically.

If your household income for 2026 or 2027 is expected to change by more than 10%, be sure to update your Covered California application. Keeping your information current helps determine whether you qualify for premium tax credits or California state subsidies.

Prepare for Open Enrollment

Open Enrollment begins November 1, 2026.

What’s Changing in the Federal Marketplace for 2027?

Several new federal Marketplace rules will also take effect for the 2027 coverage year, including:

  • Stronger income verification and eligibility reviews.
  • A new $5 monthly premium for certain plans that previously renewed automatically with a $0 premium.
  • Stricter Special Enrollment Period (SEP) rules. The monthly SEP for many lower-income individuals has ended.
  • Certain lawfully present immigrants with work or student visas (such as H-1B, O-1, L-1, E-1, J-1, F-1, and M-1 visas) will no longer qualify for Marketplace financial assistance.
  • Individuals with asylum, refugee, and certain humanitarian statuses may still enroll through Covered California but may not qualify for financial assistance.
  • DACA recipients are no longer eligible for ACA Marketplace coverage or federal subsidies.
  • More flexibility in health plan designs may create additional lower-cost plan options.

Marketplace Consent Form

With upcoming CMS requirements and stricter Marketplace rules, we also ask our Covered California clients to complete the Marketplace Consent Form and return it to our office before Open Enrollment.

Completing both forms early allows us to update your information, review your eligibility, and prepare your application before the busy enrollment season begins.

Important Dates

  • October 1, 2026: Review and compare available 2027 plans.
  • November 1, 2026: Open Enrollment begins.
  • January 31, 2027: Open Enrollment ends.
